Is there anyway to find out what benefits my neighbours are receiving and what type council tax they are paying - multiple occupation single single occupancy?

No way for you to know unless they tell you.I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.0

maybe neighbours rammed house full of people ?, antisocial behaviour (noise etc ?) guessing (???)

Council Tax bands for properties are publicly available, as are what they are charged pa.
See for example www.whataddress.co.uk which provides info and stats for your post code including Council Tax Bands, recent crimes and so on.
If you suspect someone is claiming the 25% discount fraudulently, you could report this - and the same re benefits, but the local authority or DWP won't reveal any individual's details to you.Please be polite to OPs and remember this is a site for Claimants and Appellants to seek redress against their bank, ex-boss or retailer. If they wanted morality or the view of the IoD or Bank they'd ask them.0 -
As Mersey says, if you suspect your neighbour of benefit fraud you can / should report them. Search 'reporting benefit fraud' for the ways to do that.0

Benefits - no
Council Tax - find the band https://www.gov.uk/council-tax-bands and then check your council's website for a band.
Discounts/Benefits on Council Tax - no
Data Protection Act will prevent you from finding out details of discounts benefits etc...These are my own views and you should seek advice from your local Benefits Department or CAB.0
