Advice on intestate, siblings and death of one sibling

As there are a number of comments about the house, it is empty, it has had some upkeep done on it, council tax is being paid and it is insured. In relation to value, the house was not in the best of condition when my father was alive and interestingly, when it was valued in 2004, it was valued just under £70k the same as recently. house prices where its located haven't really risen much in 13 years, in fact some close by areas are still selling at prices lower than those of 2003/04.
The house does need work, but that's not because of neglect its because my parents didn't want central heating fitted and when they had it rewired in the mid 80's they only had two electric sockets upstairs and only three downstairs (didn't see the need for any more).
I will be speaking to family members to get it on the market and sold in the next week (some are away at present), as 13 years down the line, it is time to get it sorted.Welcome, rogerramjet.

In real terms that is a big loss, but at least you don't have CGT issues to complicate matters.
When you get the family together ask them all to seriously getting their own affairs in order by making sure they have wills and LPAs in place.0 -

Check the hierarchy of executor rules when their is a chain.
If there is a named executor in the will of an administrator of another estate then under certain combinations they take over administration both estates.
I don't have the relevant links to hand to check this combination.

It would seem logical that as your deceased sister was your father's executor, her executor should take over both estates.
I live a long way from London and house prices locally have more than doubled since 2003. you may find HMRC will be equally sceptical.
Who's been paying the Council Tax and Insurance? This should have been the estate, but you say he only left the house so where has this money, which must run to thousands of pounds, come from?
Have you thought about sending the house to auction, as it appears it is rather neglected. An auction will give a quick sale, usually to an experienced investor/developer who won't take fright at 13 years of neglect and a lack of amenities.0 -

There are quite a few places in the UK that have seen falling house prices over the last 10 years, and negative equity is still a problem for a large number of people especially those in NI and the noth of England.0
