Hillingdon Council PCN

Hello all,
I have just received a PCN from Hillingdon council for parking in a restricted Street during prescribed hours.
Let me explain. I parked on a public road with no parking restrictions a few days ago which I have done lots of times. However there is a park nearby which is holding some kind of local fair/carnival type thing. When I parked there were no warning notices that restrictions would be in place (I received the PCN today (Saturday) and I parked on Thursday). I went to my car and there were cones in front and behind my car, a PCN and a white A4 piece of paper with a tiny font on a lamppost nearby stating the parking restrictions. This notice is not clear, it's dated 30th June however it was not there on Thursday (7th July), and to be honest even if it were there no one would've been able to notice it clearly.
So my question is how do I go about this (if at all)? I've had some private parking tickets which I successfully appealed with the help of this forum however as this is from the council can I follow the same process? I've always been under the impression that council PCN's are much more difficult to appeal so if I do have to pay I would much rather know my options before the reduced charge period expires.

As we tend to major on private parking tickets here, PePiPoo will be your best bet for council tickets. Register there and post a new thread; here's your link:

Have a read through some of the other threads there before you post your own to get the hang of what information they need from you in your opening post - but as a minimum you will need to post redacted photos/scans of all correspondence you've received from the council (both sides, if appropriate) as they need to see all the small print.
PePiPoo has an excellent success record in dealing with council tickets.
