Iphone/icloud photo storage confusion..

I normally very technically capable but i will admit i have a definite block with apple products.
Anyway the story is i have an iphone and im being told my icloud storage is almost full.
Its mostly photos.
Now im guessing that every pic i take is automatically being duplicated on icloud.
Here what i want to do.
I want to make sure photos on both my phone and icloud are the same,,i.e both libraries are synchronised.
I then want to download or copy that photo collection to my laptop (win 10).
I then want to switch off icloud photo backup so that it doesnt fill up again !
Is that possible?
The more i read the more im convinced apple do their best to block that from happening!

both are the same that's pretty much a given, go to www.icloud.com an download your photos, then turn off icloud backup on your phone, not something id recommend though, id recommend upgrading your space for 79p a month and keep the security of the backup0
