pc does not detect my phone

my dad wanted me to transfer some music from the pc to his phone. the pc only detects it to do the usual charge via usb. his phone is a sony m4 aqua. nothing on the pc detects that it is there. they all say no device detected. this includes sonys own media go and play memories software. the pc does not have a blue tooth dongle so the only way is via the usb cable. is there a setting causing the issue or is there another way to solve it?

I'm running on Marshmallow so can only advise for that, but when I connect my Nexus the default connection is to charge (slowly) and you have to pull down the top menu screen to reveal other connectivity options which includes connect to your pc.0

Is the USB port on the phone clean,dirt or dust in the port can cause problems
Also is the phone screen Un locked as this can hide the phone from the pc.
Is the USB port on the phone working OK, a phone I had I used to have to waggle the cable to get the pc to reconise the phone

Well eventually everything worked out, How I don't know.i restarted the PC in safe mode then started it fully. Then I had an idea to try and see if his Samsung tablet would connect and then Bluetooth the music to his phone from that. The tablet did connect ok. I decided to to give the phone one more try before resorting to Bluetooth. Amazingly it worked. So I have no idea why the PC wasn't detecting it earlier.0
