    Since the thread has now gone onto other things let's go back to the original question.

    You friend needs to apply for Council tax reduction He needs to ring/go to the council and ask for a reduction based on the fact that he receives guarantee pension credit.

    He will then be asked for some evidence of this and will need to complete a form.

    He also needs to ask for the CTR to be backdated for 3 months (or from the time he was receiving PC)

    He will be entitled to full council tax reduction.

    Any one over women's State Pension Age is entitled to the one-off Winter Fuel Payment - it's not means tested.

    However, receipt of Pension Credit will also currently passport him to automatic Cold Weather Payments - ad-hoc payments of £25 if the temperature is below freezing for 7 consecutive days over winter (as measured by your nearest offical weather station)~

    With the scrapping of Council Tax Benefit and the replacement with local schemes the claimant now needs to apply as it is no longer automatically awarded.
    These are my own views and you should seek advice from your local Benefits Department or CAB.

    I would suggest your friend goes to CAB for a benefits check up just in case he isn't receiving everything he is entitled to.

    The PIP awards suggest that he should be receiving some disability premiums with his PC (extra money)- worth checking as so many elderly people miss out on claiming what they should (as he has found out)

    I very much appreciate your helpful replies. I'll help my mate apply for a Council Tax reduction and advise him go to the CAB for a benefits check up.

    Just FYI, though it has been covered, I would not have mentioned the Warm Home Discount had I not first confirmed with my provider that it does still exist. I was informed that currently it is in place for the next four years. This is, of course, subject to change.
