    Looks like he's already claimed.

Yeah, thats why I said "was".....loss of NCD and this will go down as a fault claim unless the third party can be tracked down.

I have tried all times of day and night but had no luck. No one can be out that often so I can only assume they're either away or they're deliberately ignoring me.

Are you parking outside? They might spot the car and ignore you.

You can always ask the local community copper if they can pop round, but it's unlikely.

You can trace their Insurance details for a small fee from this website https://www.askmid.com

Your Insurers also have access to this system

The car has been fixed through the insurance company, like you said, it's more about retrieving the excess charge, reinstating my NCB and them recovering their costs for the repair.

Whatever happens, I don't think you can re-instate your No Claims Bonus as you have now made a claim.
If currently protected, then your current insurance co might not reduce the £ discount at renewal by much but at renewal time if you go to someone else then it will certainly have to be declared as a claim.

If they are able to recover the costs from the third party their no claims will be re-instated.

One think I discovered a couple of years ago is that even if your insurance company finds out who the other parties insurance company is the other company has 90 days (yes 90) to respond and the response can be a limited as 'we have received the claim paperwork '.

I think that is how your insurer chooses to work, rather than a universal rule.

I didn't realise this was the case - I thought a claim was a claim. That's good to know.

However, at renewal, when the box that says 'have you had any claims in the last 5 years' is ticked I wonder how that affects an average premium.

Legally they are required to give their full name and address and the same information of the owner if the car is not theirs.

Have your insurers linked an insured driver and a car to the address?.

You could try asking the neighbors which car belongs to them.
