Brought PPI but no policy was setup

Hi,
I need some help and advice regarding an ongoing issue which I just want resolved.
I brought a car on finance in 2010 from a car dealership the finance was with Clydesdale Financial Services (Barclays Partner Finance) whilst at the dealership I chose to purchase Payment Protection Insurance for Life, Accident and Sickness.
In 2012 I became ill and couldn't work so I tried to claim on the policy, I wrote to the Insurers who were Cassidy Davis Insurance Services Limited and unfortunately I was ignored.
I have taken my complaint to the FOS and I have now been told that no policy was setup, the adjudicator has said something went wrong between Cassidy Davis and Barclays which is why the policy wasn't set up.
Barclays have taken the premium from me monthly for two whole years but there is no policy,
which is why Cassidy Davis ignored me when I tried to make a claim as there is no record of a policy.
Lloyd's have investigated the matter and have said Barclays are not agents of the underwriters nor are they affiliated to the underwriters but it clearly states on my loan agreement that Barclays have been appointed as authorised agents to hold premiums, claims monies and premium refunds on their behalf.
Lloyd's don't feel the underwriters are responsible but the adjudicator has said Cassidy Davis should be responsible for their own failings and for the failings of Barclays.
Lloyd's have offered to look at a claim for me but that may not be successful the adjudicator has said that Lloyd's should offer me compensation for all the stress and inconvenience caused but the FOS has now closed her file as I said I wouldn't sign the settlement form as I wanted to see what Lloyd's had to offer but now the FOS says Lloyd's offering to look at a claim for me is fair.
I would like to know are Barclays allowed to take the monthly premium yet no policy was setup, I spoke to Citizens Advice and was advised that what Barclays has done is a criminal offence. Do I have a good case to pursue this further?

If its a criminal offence then report it to the police.
