Could it be she shares the same name as another person who is on the banned list ?

Provided that the names match, the birthdays don't seem to be taken into account.
There have been loads of reports of mistakes being made with totally innocent people appearing on the list and children aren't exempt from this.

Not even full names on the selectee 'no-fly' list, most notably Ted Kennedy but also Catherine Stevens have had issues with this.

However, I think the selectee 'no-fly' list was "T. Kennedy" and "C. Stevens". It would not be so fluffy on ESTA, as anyone with the name Thomas or Tabatha Kennedy would hit issues.

OP has either made a mistake on the original application, or something has gone wrong which should be sorted tomorrow.

Options are to fly to Canada or Mexico and enter through the land border, try and get a visa or hope CBP can sort it out.

I also don't like the words "We go to the USA regularly" without further explanation.

If he does go to the US regularly I can't understand why he decided to renew his daughters Esta when she already had one that was valid to travel.

It's quite a common misconception that an ESTA needs to be valid for the full length of the stay in the US.
I go over a lot, as do a fair few people I work with and it's not uncommon for one of my fellow workers to start panicking when they notice that their ESTA will expire whilst they are away.

I guess some people just don't do any research :(, but if you're a 'regular' how can you not know the basic details about what allows you to travel to another country?

I'm guessing that people know that when entering the USA on a visa, that visa must be valid for the full length of the stay and as an ESTA is part of the visa waiver program, some assume that their ESTA must be the same.
