pac testing required?

Hi we currently rent a flat(its a company who own the block of flats we rent from so never see/speak to landlord), every April they come out to do the gas check and put a pac test stick on for the following year but the flat is unfurnished apart from a fridge-freezer/built in over and washer machine with built in dryer, should these 3 items be pac tested each year or not? there is no stickers on them and while we have lived there for 4 years no one has ever come out to look/test these?

There is no legal requirement to PAT test anything.

The landlord or landlords agent is supposed to do a visual check between tenancies and if you see anything wrong in the mean time you should report it yourself.

Portable, is the key, a washing machine and built in appliances are not portable.

In Scotland a LL must have any portable appliances they own Pat tested. This is things like toasters, kettles vacumm cleaners etc.

If the tenant owns them there is no need for a test.

That's incorrect. Anything that has 3 pin plug and is connected to a 240 V supply would definitely be classed a portable. The frequency or likelihood of them being moved is irrelevant, although anything held during operation requires more frequent testing.

Whether it then needs to be PAT tested (compared to a visual inspection) depends on whether it is double insulated. I've never seen a washing machine that is (as they have a metal exterior and are this earthed).

The stuff which tends to fall outside this category is hard-wired large plant and machinery.....I presume these have their own testing regulations still.

Not sure whether LL need to test appliances though. Wouldn't be expensive if it was required as it only takes a minute.
