Dig pond and erect dwarf wall

Please can you tell me whether you think this quote is reasonable.

Objective: make a sunken & raised pond with a brick wall, with chamber for filtration equipment, dispose of soil.

Dig a hole 3mx2m in area, 75cm deep. Soil has clay in it.
Dispose of soil.
Dig a trench around the perimeter of the hole, a little deeper, for wall foundations.
Lay foundations.
Create wall from breezeblocks from the bottom of the hole, up to ground level, and extending around 75 cm high. The wall will be 75cm above ground and 1.5m above the bottom of the hole.
Cover the bottom of the hole with 1 inch of sand.
Create a recessed manhole with concrete walls and a metal manhole cover, 60x45cm, depth 70cm, next to the pond.

No pond liner, no coping stops, no filters etc - I'll do all that.

Access will be via side gate, wide enough for a micro digger.
