Thanks Redx. Have updated with signage (although not convinced i've got this right in the context of the prankster info) and the land owner authority, plus have changed to not admit i was driving as i made sure i didnt do this in my original appeal. Could you point me in the direction of NTK flaws and POFA212 failures. Have searched through BPA code of practice but can't find anything within that? Thank you

That sounds like Matalan Head Office? I meant the local lady Manager herself, so ring that branch and cry down the phone (honestly).

Oh good shout, i presumed they would forward it on to the local branch - which is what i asked!. I'll call her tomorrow....tissues at the ready. Thank you

I'm away from my main computer for the next few days but I do have an E-mail from the Chelmsford planners stating that there is no advertisement consent for the signage at this location.

This is an extra appeal point under the BPA CoP, so an additional point could be as follows,

Legality of Signage at this site
An E-mail From Chelsford City Council states that no advertisement consent application (as required by The Town and Country Planning (Control of Advertisements) (England) Regulations 2007) has been made for signage at this site.
I put ParkingEye to strict proof that it has the necessary permissions in place for signage at this site as would be required by the British Parking Association CoP No:2.4
