One of the main advantages, for my family, of the 123 credit card is that it doesn't attract the 2.95% loading on the exchange rate when using abroad.

Trawling through the small print(FAQ) on another matter, it appears that this arrangement will cease on 31 Dec 2016 and the 2.95% loading will apply. A call to Santander Select confirmed this is indeed the case.

As far as I am aware I haven't been notified of this change; has anyone else?

If it takes effect at the end of the year, you'd expect to receive a notice of variation end of September, if required.

Why bother too much. If it is just for purchase in foreign currency, there are reasonable number of creditcards fit for the same purpose. So just apply for these creditcards will sort out the problem.

Here is the full list of charges in foreign currency. Look at the second column with NIL for spending

Thank you. My point was that Santander charge £24pa for the card and some people might have cancelled the card at the renewal point if they had been informed.

I looked at this card when a Santander teller suggested it earlier this year. It clearly stated that the overseas fee free period ends on Dec 31st, so I assume the T&Cs that come with it would also be clear, and that notification would have been given for any changes to them. (I didn't apply.)
