    I think he moved to a different Dept and Gemma got a promotion. Emails are dealt with by BPA people who seem intent to fob off consumers (that's how is appears). 'Jill' was without exception, dreadful verging on rude, in all replies to me and I make no apology for stating that fact.

    How would i go about appealing to the BPA without a Popla code? The links ive found on the BPA website seem to send me to the appeals process which requires a code.

    Why should you want a PoPLA code? What is there to appeal? They are out of time, end of story.

    If they issue a court claim, counter claim and ask for CPR27.14(2)(g) y costs.
    You never know how far you can go until you go too far.

    You are not appealing; you have already done that.

    You are complaining to the BPA. I would also complain to the DVLA stating that the parking scumpany have obtained keeper details without reasonable cause as they know their NTK was outwith the requirements of POFA 2012.
