My partner had a savings account with a bank as a child. When he wished to withdraw this small amount of money as an adult he was told the interest had stopped because they had frozen the account after a certain number of years and to close the account he would have to give up his pass book. Is this correct?

No - if its an interest bearing account, than the bank should pay you interest on the money - even if the account has been marked as dormant.
