You will, of course, need to show that you have Power Of Attorney to act in the deceased person's name, but you'll also obviously only be able to make a very factual complaint, with no reference to sales conversations unless you were personally privy to them.
The main problem, though, will be if you have no documentation and/or if your relative has been dead for some time. There may be no longer any record of their finances.
Do you know for certain they had PPI? Do you have documents from their archive? The finance company has no liability so you don't need that information.
