I am not sure how it will work for someone that does not move in to this country to work or is able to work but make sure that he does not have to be declared self sustained witch means he will have to have comprehensive health insurance witch might get quite expensive.
Most benefits for foreigners these days are contribution based(but my information is based on what i looked for myself, for the gentleman we speak of things might be different as he is already at pension age and payed taxes in his own country.)
Also a lil bit of unsolicited advice make sure you are clear where your boyfriend's father is expected to live long term as Latin cultures(italian, spanish, romanian) tend to take their elderly in to take care when when can`t do it themselves.
