Apologies, I missed that bit but does that apply to the short-term right to reject though, I've got a feeling it only applies to the final right to reject.
I'm of the opinion that would be the case. The paragraphs about reduction are under the section for exercising the final right to reject rather than the right to reject section and it specifically says final right to reject both in the provision and also explanatory notes.
The section on right to reject states:(10)To the extent that the consumer paid money under the contract, the consumer is entitled to receive back the same amount of money.
That same section also states that only the final right to reject is subject to section 24 (which is the one that allows deductions).You keep using that word. I do not think it means what you think it means - Inigo Montoya, The Princess Bride0
