Parking Fine Appeal

I was looking for some advice on a parking ticket I received earlier in the year. I was parking in a private carpark run by ukpc on a bank holiday. The carpark was packed and I simply parked behind another car and I had not realised there were no white lines.


The car park is free of charge for any period of time. I've appealed on their website but gave no driver details and just mentioned that since the carpark was free they could not fine me. They said they would contact me within 35 days but obviously I've given no address. I have received two letters to my address as I am the registered keeper of the car demanding I pay £100.


What are my next steps?

    They need your name and address (as the registered keeper) if they're going to reply to you by post.

    What exactly did you say in your initial appeal? When is day 35?

  • I received some advice that when appealing do not give any contact details. I just mentioned that as it is a free car park and the parking fine is a speculative invoice I have not denied anyone a space they can not charge me or something to that affect. My ticket was on the 02/05/2016. I appealed on the 16/05/2016.

    Did the same person give you this advice too?
    as it is a free car park and the parking fine is a speculative invoice I have not denied anyone a space they can not charge me

    What date is 35 days from their response to your appeal?

    You really need to get a POPLA code so that you can get this killed off.

    If 35 days have elapsed, try emailing the initial appeal (the one in blue text) from the newbies FAQ sticky - post #1. Make sure you don't alter anything, send 'as is', but this time name and address for correspondence from them. They may just say 'too late', but unless you try, you'll never know.

    They may send a reply asking for you to name the driver - do not give this information. Let us know what response you get from them.

    If you can't get a favourable POPLA decision, they have 6 years to pursue you. They have started issuing court claims lately.

    So in early June they must have sent a Notice to Keeper and you are JUST in time to appeal this, as keeper. Submit the usual BPA appeal template shown in the NEWBIES thread, online, TODAY, calling yourself 'registered keeper' on the online form.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    You must follow UKPC's instructions for submitting the appeal. If they want it online, do it that way. Using an alternative not listed on their NtK gives them the opportunity to deny receiving anything, or say you've not followed procedures - which means you won't get a POPLA code and your best chance of killing this flies out of the window.

  • I've got a letter back now saying in order to make a final decision regarding the appeal they want the drivers details which obviously is me. They have quoted Paragraph 9(2)(b) of schedule 4 of the protection of freedoms act.


    I cant post the image of the letter due to being a new member but if anyone wants to see it I could send it over via email or put a link in a private message I suppose.


    What are my next steps.

    If you'd read other UKPC threads you would already have been expecting this tedious letter and know to ignore it. Come back when they issue a POPLA code.

  • So after ignoring that letter in July I have heard nothing from them. Should I be worried?
