Loft Lighting

I want to put in some lights in my loft.
Whats the cheapest and easiest way of doing this? I am fairly good with DIY but don't have much experience of electrical work. I would like a couple of fluerescent (spelling?) tubes and a string switch.
I am aware of the new laws regarding electrical work, would this fall into that bracket?

Flourescent lights are goo for use in lofts as they give a good light.
To know where to wire them to have a look here-
DIY electrics
The lighting section has plenty of diagrams showing where you can take the power from.
Not sure about the new regs though, I can't keep up with them :eek:0
