Hesitation in all gears - like the car is being choked?

Car is an X-plated VW Golf 1.6 16v.
In all gears you'll be driving along & then it's like the car just gets pulled back sort of, like it's being choked & then it sorts itself out & drives smooth - then it happens again later on & repeat.
I had something similar with my own car - i'd come to pull out of a junction & there'd be a huge flat spot which would often catch me out. Turned out the throttle body was absolutely caked & cleaning it up sorted it out.
I've checked the TB in this Golf & it doesn't look too bad. I'll take it off anyway & get it cleaned up but can you think of anything else this may be?

The spark pug leads need replacing, the name escapes me at the moment.

And not sure how you can come to such a conclusion based on ops post! You cant0 -
My first thought was that if it's not being choked, then is the firing OK? If there's a breakdown in the leads/spark plugs so the spark's not firing at the right time that'd cause that same "hesitation"0

Blocked Fuel Filter, Damaged CAT, spark plugs, coil, HT leads, air filter?0

It could be a sticking brake. Check to see if one is hotter than the others. Feel the wheel, the wheel nuts then the hub or caliper. Don't go straight for the disc as it could be very hot and burn you.0

Vacuum leak somewhere in the intake system? Perhaps a broken seal between TB and engine? If it's something that worsens with temperature then this could easily be the culprit.“I may not agree with you, but I will defend to the death your right to make an a** of yourself.”

It doesn't feel like the brakes - not that kind of hesitation.
She said it hasn't happened when the engine is cold, only once it's warmed up a bit, but this could be pure coincidence.
Regards fuel filter, i'm sure i read that the fuel filter on this car is in the actual fuel tank itself. I could've been reading about a different car though as it was last year & i've been looking in to a few cars to be honest.
