How to get Sky to escalate issue

We've been dealing with Sky customer 'service' since switching over to their Internet & TV from BT about the all but absence of broadband speed.
We've done all their tests many times over, had Openreach engineers out twicetwice, had a second router but nothing changes.
The broadband speed was fine when with BT but Sky don't want to get that into their heads and keep stalling by making us repeat tests and a soothing person saying she understands how frustrating it is.

So my question is simple, what are the trtrigger points to get them off their !!!!!! and escalate the issue?

I'm looking for something like when dealing with mobile phone companies they won't do a thing until you request the PAC code (signalling that you're serious switching).

    I've been in a similar situation , I started saying " I'm NOT doing that test again , read my notes , please don't insult me by sticking to your script" , if they came back with "I wont be able to help you " then I would repeat the above "please read my notes"


    its got to be a problem "skyside" of the BT exchange if your speeds were fine before the switch as nothings changed up to that point . Its either bad jumpering to the Sky equipment , a faulty card on their equipment or they are throttling heavily from the exchange possibly due to capacity issues
