Hi and welcome. Have you tried the credit card (CC) eligibility calculators on this forum to see which you are most likely to be accepted for? There are several 0%, long term deals available at the moment.
That seems a good place to start. There are also tons of advice on here on how to cut your outgoings, from checking you are getting the best price for electricity and gas, and for every kind of insurance, to how to cut your grocery bill. You do not state your circumstances but, even if still living with your parent(s) you may be able to save on your mobile bill, broadband, etc.

13.7% isn't too bad for a credit card - Yes, some are lower if you have a good credit rating, but then some are much, much higher (39% or more).
The first step in reducing your debt is to draw up a budget sheet of what you earn and what you spend. Look at the bottom line to see what is left to service the debt and look to see where you can cut back on expenditure. Her courage will change the world.
Treasure the moments that you have. Savour them for as long as you can for they will never come back again.0
