Does anyone know whether the reduction in tuition fees for Welsh students at Welsh universities applies to people doinf their second degree?

My wife has applied for funding and has been told she's entitled to exactly nothing. But nowhere does it say that she should be exempt from either the Tuitiion Fee Loan or Grant?


Any help would be greatly appreciated, as Rhondda Cynon Taf Council have been extremely unhelpful.....
