Assessed as international student?

I'm starting my PGCE this Sep and was asked to complete a fee assessment, the uni has just decided I'm an International student because I wasn't an ordinary citizen. I'm just wondering whether I can appeal this under temporary employment abroad and whether my PGCE bursary (secondary physics) depends on the Uni or SFE?

I started teaching in Korea in 2012 and these were my contract date and I sent them copies of my contract,
Aug 12 - Aug 13,
Aug 13 - Aug 14 and
Aug 14 - aug 15.

During this time I returned to the Uk every year for a PGCE interview with a view of returning to teach in the UK and have emails with invitation to interviews to prove, could probably get the airline tickets too.

Do I have any grounds for appeal considering I wasn't on permanent contracts and always had a view to return? My family and I have lived in the UK since 1997 and had British Passport since the late 80's (we are from Hong Kong), I only went abroad to further my experience before starting my PGCE and not to rely on the government benefits and my parents for support.

Thanks in advance for any advice.

P.s Only the uni has made the decision for the fee but SFE hasn't approved my application yet or otherwise.

    The assessment of whether you are an international student is based on residence and/or passport.
    You have to be resident in the EU/EEA for the 3 years prior to the date of the start of your course and have an EU/EEA passport to be considered a 'home' student for fees purposes.

    I have British friends who have been living in the states for the past 4 years and their children are classed as international. Equally, a New Zealand/German school student I know is taking a gap year so the they will qualify as a home student in 2017 entry because her family only moved to the EU 2 years ago.,

    It doesn't really matter what your intentions were or whether you came back a lot it is residency that determines your fees
    Trying to keep in budget.
