Euro car parks PCN

Hi
I got a windscreen PCN for £100 from Euro Car Parks for overstaying the 2hr free limit by 9 minutes. Seems totally excessive. The thing is I actually stayed longer than 9 minutes over. Is it the time stated on the PCN which is the legally binding bit? Or could they have taken pics and use them subsequently?
Do I hold my hands up and pay, or appeal?
If appeal: I am not the registered keeper - my partner is. Should I wait till the notice to keeper comes through post, then appeal? Or should he write the appeal now (even though he wasn't driving so in theory doesn't know about the PCN)? Appeal on what grounds? Disproportionate fine to nature of loss? Signs stating 2 hr limit were evident.
Other mitigating factors: I have a receipt from one of the stores; I have 2 small children so have to deal with them + buggy etc takes longer (one was tantrumming big time!); the car park was practically empty so no loss of earnings for them (but don't have photo evidence of that). Half the shops are empty in this particular retail park anyway and it's huge! Honestly had about 30 cars in and probably holds several hundred.
Gutted as I actually wanted to pay and display for the amount of time I wanted. Then I got to the car park and there was no option to pay for longer than 2 hrs. Didn't know where else to park and couldn't face the stress of loading the kids back up and driving around.
Any advice appreciated!

I would like to say either way but if you did stay longer than 9 mins and did breach your contract with them I would just pay up and be more careful next time you park there. It sucks having a double pram and getting around but I doubt they would care about this- they are totally heartless.Just a single mum, working full time, bit of a nutcase, but mostly sensible, wanting to be Mortgage free by 2035 or less!0

Thanks both, I have read the newbies faq thread but I can't find answers about whether the time stated on the ticket is the binding bit for them, and whether to wait for NTK before appeal (as not registered keeper)?
In faq's it says to appeal before the deadline for NTK - but if I do this I'm admitting I was driving which is a no-no, so should the registered keeper do it? That's if he wants all the letters going to him - don't think he'll be too happy to receive a CCJ! This is why people pay I guess, out of fear...0 -

The faq do tell you when to appeal, and how to do so without admitting being the driver.
A CCJ is a long long way off, and is a red herring at this stage.0 -

please ignore the "mother of eight" , on all private land carparks (paid for) there is a mandatory grace period upon entering and on exit , this is written into the code of practice of both the IPC and BPA
it should allow you upto 10 mins on arrival to read and study terms and buy a ticket , plus another 10 mins upon leaving .
as this was a screen ticket , the wardon (muppet) may have taken pictures on arrival and exit , however he would need a rather large capacity camera and a good memory to photo every car on arrival .

as they are BPA members they must abide by the BPA CoP , please read it ; especially clause #13
you paid for or were contracted for parking time, not time to get a pay and display ticket (up to 10 minutes to do so and read the signage that carries the contract even if its not a pay and display car park) , PLUS you get OVER 10 minutes grace at the end of the "parking time" to leave the car park , AS WELL
so your 9 minutes is well within the total grace time (up to 20 minutes grace time) and anybody that pays or tells you to pay is a fool who knows nothing about this topic nor have they read the BPA CoP either (oct 2015 edition)
appeal on day 24 or day 25 , as keeper (not driver) using the blue text BPA appeal , then take it to popla when they refuse to cancel it (with more help from here)
DO NOT REVEAL WHO WAS DRIVING, DO NOT BE HASTY EITHER
and ignore those who clearly know nothing about this topic and who have not read ther appropriate CoP (probably dont even know what the acronym CoP means)
there was no breach of contract, just a poorly trained private warden on minimum wage with incentives to target the paying public or legitimate shoppers
even on this free car park the parking time of 2 hours is supplemented by the arrival and departure grace periods , so up to 2 hours and 20 minutes0 -
