Possible Identity Fraud

I received a mailshot today from Towergate Insurance, addressed to an Eastern European sounding name, and it appears they believe he lives at this address and owns a holiday home.
I phoned to discover how they’d obtained these details but she was very cagey, although did infer that it was in response to an explicit request for an insurance quote. I don’t know whether that was speculation on her part or whether she was reluctant to say how they really got it, but it seems to be more of a mailshot rather than responding to a request for a quote … making me wonder whether it has been passed on by a third party (as a result of not ticking the box on some application).
There could be an innocent explanation but it is of concern that someone has been using our address for something.
Can anyone thing of a plausible explanation? (No one has lived here of that name, certainly not for a great many years.) Is it something that I should be concerned about and are there any steps I can take to check it out? Presumably I should check my credit report/score with Experian, for example?

Credit scores don't work on addresses.
Someone (living locally) had some post for me because someone at a financial institution can't read (the end of the postcode was wrong). There was no impact on either their or my credit score as a result of it, and as soon as I was aware it was corrected.

A lot of people use local addresses (or random ones) rather than their own when getting quotes, so they don't end up with a lot of junk mail. This is especially true for using comparison sites.0
