Problems with CCJ and court admin

A few years back, someone used my wife's name and our old address to get vet treatment on their dog.
We presume it was the people who took over our rented house in London after we moved up North to Chester.
We didn't find out about it until we were trying to get a mortgage and a CCJ for the vet bill appeared on my wife's credit record.
After speaking to the vets, they agreed that it was their fault as they should have asked the lady for ID etc, and said they would forward our filled form to the court, along with the fee and a covering letter.
A few months down the line, nothing had changed so we spoke to the court who said they'd not received anything. Spoke to vet again who said they had sent off stuff and would re-send another set of copies. My wife was suspicious of the vets so also sent her own version of the form with details.
After speaking to the court again today it appears that neither of the vet's packages have been received, nor has the package my wife sent (recorded delivery). On top of that, the court admin staff just tried to convince my wife that she had called last month and changed her address to somewhere totally random that we've never even lived within 50 miles of.
What is one to do in a situation where the court admin staff seem to be totally incompetent? We've been told to 'escalate the matter by email' but have not been given any more info.
We've not given up on being able to buy a house before our baby is born, and have no idea what our recourse options are
Can you take a court to court?!

What's the cause of action would you be proposing to take the court to court over?
Maybe it would be more productive to make a formal complaint to the court. This might help:

yes, sorry... that's kind of what I meant - what is the procedure.
I hadn't envisioned suing them for damages or anything of that nature.
