Speeding ticket notice 3 months after

I just got a speeding ticket notice dated 14th of June regarding something that happened on 21/03/16. The letter doesn't state the speed, only that it was over 30 in a 30 zone. I recall reading somewhere that they must reply within 14 days. If this is true how do I go about appealing?

    That 14 days is to contact the Registered Keeper assuming you were caught by a camera, not a PC (when the 14 days doesn't apply at all)

    Is it requesting details of who was driving the vehicle at the time of the alleged Incident?

    Who's details are on the V5?

    As said above, the 14 day rule only applies to the first NIP, which is normally sent to the registered keeper.

    However, any request to name the driver is valid regardless of that, so you must reply.

    No. The offence is simply exceeding 30 mph (or whatever), and the speed is of no relevance to guilt or otherwise.

    If the matter comes to court, the speed will probably be stated as it becomes relevant in sentencing.

    In fact AFAIK there is no need for the speed to be measured: the opinion of two police officers that the limit was exceeded is enough.
