It's not unusual for tethering to be supported on a limited data plan. It's typically unlimited data plans (if they still exist) that don't allow it.

3 do 3000 texts , 300 mins and all you can eat data for 25squid PAYG


All they tethering you need .


Also, OP, the only way the Telco control if you can teather or not is by disabling the option on your phone. Simply buy an older phone (eg Samsung galaxy s2) which still has this option enabled.
