confusion over where to lodge claim for refund of holding deposit

ive posted before about the outrageous behaviour of a landlord in london who are now refusing to refund our holding deposit
this means we will have to go to court to obtain our money but moneyclaim online website stated they do not accept claims for tenancy deposits and when i phoned them to clarify if this included holding deposits, all they would say is that they do not give legal advice which was no use at all
ive been onto the Justice website and that seems another option via a paper claim but im really confused as to the way forward and dont want to be paying a fee to an organisation only for them to say they dont cover this type of claim
i have sent a letter before action, no response and Radley Stone do not appear to participate in the redress scheme (against the law) any info gratefully received

A holding deposit is not a tenancy deposit. In any case, I think that you may have misunderstood what's stated on the website.0

No, the MCOL website says that claims relating to the Tenancy Deposit Scheme should not be issued via MCOL. Your claim has nothing to do with a tenancy deposit scheme.0

Since 1st October 2014, the Enterprise and Regulatory Reform Act 2013 S83 requires letting agents in England to sign up to one of 3 schemes:
* The Property Ombudsman
* Ombudsman Services Property
* Property Redress Scheme
If they do not belong to any of these then
* Trading standards can prosecute them and
* you can use Moneyclaim Online to apply for your deposit back (assuming the court agrees with your claim).0
