Hypothetical if car insurance wasn't a legal requirement how would people act and what would happen?

Solicitors would have a field day with everyone suing everyone else, until they found that no one paid up because they didn't have the money to replace someone else's BMW for them.
Then someone would make insurance a legal requirement.0 -
Try telling that to all the non car owners who did not know they have to get car insurance0
