Need Help With Apples Find Friend App

I can't figure out how Apple' Find Friends app works.

I'm using my iPad and my GF is using her iPhone we both have our location enabled. If she is in her own home or my house there is no bother, I'm assuming that the wifi in the house sends the signal

The GF uses a PAYG supplier and quite frequently she'll run out of credit and not top up for a day or so until her next pay cheque arrives. She reckons she owns the phone and the phone doesn't own her

For me to be able to track her does she need to have credit in her phone, or does she need a wifi allowance from her supplier? If you are in a wifi zone such as you'll find in a lot of cafes and the like there is quite often wifi available though for many of those you need the company's password and username would you have to have those for Find Friends to work

I appreciate any advice you can offer

It needs some kind of Internet connection, doesn't matter if this is wifi or mobile data.

When she isn't connected to wifi then she'll need a mobile data connection, which she won't have if she is on PAYG with no credit left.
