    In a civilised world it's the quickest way to locate the incident and allocate a resource to the job.

    Perhaps they need it for their sat navs.

    No it's the way their control systems are set up. The quickest way to identify the location is by a postcode search. It rules out multiples of the same named road.

    The 2 roads are closely located. However, the road name signs are clearly shown on the roads.

    You seem quite bitter that anyone would ever dare do it differently. Why do you think its backwards? Most people don't know every single postcode (or even a decent number of postcodes) therefore perhaps the forces here think any potential benefit of asking it is outweighed by the detriment.
