No it's the way their control systems are set up. The quickest way to identify the location is by a postcode search. It rules out multiples of the same named road.0 -

You seem quite bitter that anyone would ever dare do it differently. Why do you think its backwards? Most people don't know every single postcode (or even a decent number of postcodes) therefore perhaps the forces here think any potential benefit of asking it is outweighed by the detriment.You keep using that word.
