If you are finding everything a bit too much to deal with, get down to your citizens advice bureau. They may be able to assist you or point you in the right direction or direct you to a charity who can help.
While the estate is being administered you need to pay any ongoing or accruing debts. As I pointed out in my earlier post, you need to pay these before they get referred on to debt collection agencies otherwise the costs will double/triple. Waiting will not help.
The best option is to pay the debt then switch supplier to Ebico to avoid standing charges (only if there is going to be little use).
I do not know the issue with the council tax, but again, many councils removed the options of not paying council tax on empty homes back in 2012. So the property, even if empty, are now usually 100% liable.
