Bank paid my PPI to debt recovery agency by mistake

Hi, I was wondering if anyone could help. I've successfully claimed back my ppi from a major bank. I received my letter from them stating that because I have and IVA they've paid it to a debt agency. I don't have an IVA. When I phoned the bank they gave me a IVA number and the agency number. When I phoned the agency they didn't have any details of mine. Hours later I get a call from the agency and it turns out that there is another person on there books with my name and date of birth, Different address.

I've lived at the same address all my life and am on the electrol register. They are sending a cheque back to the bank. The bank is saying I have to apply for the PPI again.

Is this correct? Is this Right?

The bank say's its paid the PPI out so they have done what they need to do. I argued with them and they said the agency accepted the money and so Its down to them. I asked the agency to write me a cheque and they said no. Data protection issues. They agency also said that the bank gave them the postcode of the person with the same name and DOB as me.

Any help would be great. Thanks.
