Video capture to PC

Hi
I am looking to purchase a device to transfer video tapes and camcorder footage to the PC.
I have a rough idea of what it is (video capture card?) and have had a quick look on ebay, where I saw some that connect by usb, which seems good as I won't have to take the PC to bits:D
As quite a lot of them seemed to be listed from Hong Kong, with the descriptions not quite fluent english, I was wondering if there was anyone with experience who could point me in the right direction with a few do's and don'ts.
Don't worry I know I should buy a digi camcorder -(waiting for aldi to do one again :D ) but for now the sister in law wants an edited video of her wedding day - done on 'olden days' camcorder tapes ;)
