Have you got some web space on a server, that you buy monthly from a web host? That's where you would upload it to.
If not, you'll need to ignore your download, and go to https://wordpress.com/
There, they will host your Wordpress website for free, though you'll have less control over it. It's quite simple to get started.0 -

If you can explain what it is you want to do, then I can offer some advice. Wordpress (WP) is easy and in theory, if you can use Word, you can also then use WP.
WP is basically a CMS (Contenent Management System) which you can DL you own theme onto, install (some nice) plugins and setup a website. PM me if required.0 -
Wordpress has an extensive online manual covering just about everything including the install.

As you obviously haven't set up any domain name or hosting and have no experience of that stuff you'd maybe do better using free Wordpress hosting.

Although there are plenty of inexpensive hosts out there too - google lists umpteen and asking here will probably result in as many options as there are responses.0 -
When I started using Wordpress, I found it very helpful to do all my experiments and learning off-line until such time as I was ready for my site to go live. There is a software package called XAMPP (find it at https://www.apachefriends.org/index.html) that installs everything you need to run a Wordpress-ready web server and database on your own computer. The same site offers easy installation of Wordpress, also on your PC. You can then experiment with content, themes, plugins etc. without needing to maintain anything on line or expose anything to public view.
By the time you have developed a PC-based website that suits you, you will also have acquired a lot of basic skills and found out a lot about hosting. At this point you can find a suitable host and use a Wordpress plugin called Duplicator that will copy the site on your local PC lock stock and barrel to your web host. You can be live in a matter of minutes.
Don't underestimate the learning curve. Wordpress is a very powerful platform and there is a lot to learn, but once you understand how things work it becomes very straightforward.0
