We've no idea why the BPA are 'saying this', other than perhaps they are representing their member in the face of a complaint from you.
If you've got proof that an email appeal would be accepted, put it back to the BPA - but send categoric proof not just:Their website also state that "appeal department does accept appeals via email".
Take a screen shot and attach it to your reply to the BPA. But in all honesty I think you're facing an uphill battle now to acquire a POPLA code - but you're at least showing a willingness to be reasonable to avoid it getting to court.
You need to be doing some research in how to deal with a LBA/LBCCC and, should they arrive, handling court papers. Don't drag your heels if they land on your doormat.Please note, we are not a legal advice forum. Electronic mail is e-mail and you do it in writing.
Please tell us precisely what the PCN says. Ideally redact it then upload it to a web hosting site such as tinypic or photobucket. Post the URL here but change http to hxxp and someone will then change it back to a live link.I married my cousin. I had to...I don't have a sister.

In their second letter , it says " Our full appeals process can be found at our website https://www.ce...... ". When you go to their website , it clearly stated their appeal department do accept appeal via email.

That's pretty categoric .. it says Electronic Mail (which is what email is short for). It doesn't state an email address though that I can see, so how did you send in your initial appeal? Via the website?0 -
Well first I went to their website and looked through FAQ and there is a question says " Can I send my appeal by email ? " and the answer is " The appeals department does accept appeals via email:appeals@ce-service.co.uk " so I just send my initial appeal by email.
There is no information indicates that they do not accept appeal by email both on their website and in the pcn.0 -

Disappointed by the BPA emails again.
BPA replied to my second email and they are still defending the CEL. BPA is saying that I haven't followed the correct appeal procedure as mentioned in the PCN by not appealing by letter through post.
In the PCN , it clearly mentioned that appeal can be made by "Electronic mail" but haven't provided an email address but it stated that " Full appeals process can be found " on their website.
On their website, it shows "The appeals department does accept appeals via email:appeals@ce-service.co.uk ".

I appreciate that on the parking charge notice it says the appeals can be made ‘in writing (by electronic mail or post)’ however there is no email address provided to send the appeal to on the letter or on their website, only a postal address. Any queries or disputes you have in relation to the appeal would need to directed at the operator as it is not within our remit to address the matter.
Our Code of Practice is a document created by the British Parking Association and sets out our standards. A breach of our Code is not necessarily a breach of the Law and it does not automatically get a ticket cancelled. As we are not a regulatory body it is not a legal document. Please be advised that as we are a membership association and not a regulatory body, we do not have the authority to cancel parking charges or to recall them from debt collection agencies.
We are unable to help with this matter, please contact the company dealing with the charge if you have any further queries.0 -

This is RIDICULOUS.
CEL have always accepted appeals by email to that email addy and if the PCN and website says so, then you CAN. Tell the person replying to you that you wish to escalate the complaint to their boss; the complaint is now about the BPA. And that you will be copying in the DVLA because this is shameful.
Is the person replying Jill? She was always very unhelpful and stonewalled everything (FACT) when I emailed her. Take it above that person.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

- more about parking laws
- do not park without ticket
- read any signs and warnings carefully
- do not ignore any parking letters
- if you believe any of those dodgy company hasn't followed the correct law, fight back
- do not give up easily0
