Quick-release wheel - brake problem

Usually when these things don't reach its because the cable outer has jumped out of its seating while the brake cable has been slack. Depending on the routing of the cables there may be several sections of outer cable so be sure to check every end of each section.0

It must be the angle of the photo as the tyre is not touching the fork.0 -
It certainly looks too close to the fork brace (the bit the reflector is screwed to). It might be the photo but the wheel also doesn't look square in relation to the forks.0

Turn the bike upside down, so it's resting on the seat/handlebars, then loosen the quick release and pull the wheel out and firmly re-seat it in the fork ends, re tighten quick release.0
