Paint just keeps on peeling off

Hi everyone
I'm trying to paint my hall ceiling with white matt paint, the problem that I ahve is that everytime I paint it the paint cracks and peels within minutes until teh whole lot comes off. The plaster underneath is a kind of plaster of paris type stuff.
Any help greatly appreciated as I don't want to reboard the ceiling as we'll loose the original cornice.

    it sounds like you have distemper / whitewash on your walls , if your house is built before the 70's this is the paint used , it is a painters nightmare as modern emulsions do not stick to it
    to find out get a damp cloth and give it a wipe , if it comes off - you do have white wash - the only way to get rid of it is to wash it all off and then seal with a stabilizing solution ,
