Energy Switch Guarantee

Not sure how this sits with the Ofgem target of 17 day switching, and not all suppliers have signed up to it. No mention of what the 'penalties' are for failure nor is there any undertaking given about final billing (as far as I can see). Will IGT gas transfers be included in the Guarantee?
As one of the smaller suppliers has already said, it would have been better to have focussed on the industry procedures that underpin switching.
Will MSE CEC be showing the Energy Switch Guarantee on its website?

So basically they are saying that they will do exactly what they currently have to do but will try for a 21 day switch (4 days more than the OFGEM target) and if they fail, tough. No consumer compensation automatic or otherwise.
I bet this took months and tens of thousands of pounds to agree to and for nothing except marketing blurb. Nice logo, and that wouldn't have been cheap either.0
