Buyer wants to cancel 4 days after winning the bid

Thank you bxboards and artvandelay. I see the point of unpaid item case.
My main worry is if I open the case and he pays to avoid a strike, and bearing in mind that now he doesn't want my item, he will probably say that he never received it. Being a cheap item, I was not going to send it fully tracked - I had only factored in ordinary postage cost.
I have probably had over 200 Unpaid Item cases opened throughtout my Ebay history, and some do pay but this has never happened after someone has requested Cancellation.
I would go ahead with the Case then worry about him paying if he does. To my mind this sort of worry is a bit like worrying if you cross the road, you might get run over by a lorry - you might, but it's unlikely! So worry about what you can control, not what you can't.
Doing the Unpaid Item case is designed to protect you from negative feedback and also you do not run the risk of them declining a Cancellation.
You should go ahead and do the Case.
Its' nothing personal, it's business so I would in future set up Unpaid Item Assistant to do this for you after 2 days.0 -

You could add a note to say that ebay will charge fees and that you need to get them back via the case. Your call, really.0 -

Ebay have already charged the fees. The fees will be reimbursed by a cancellation or a non payment case. The process is the same as regards fee cancellations.0 -

No, the new process doesn't allow the buyer to refuse the cancellation. The cancellation is done by the seller. I didn't make reference to feedback, I was merely pointing out that a cancellation or a NPB both get the fees back, the poster above was advocating sending a message which inferred to the buyer a NPB was the only way to get the fees back. I cannot see why a buyer would leave a negative if they've asked to cancel and you do so.With the Unpaid Item case you are protected from both, so I can see no dis-advantage to a seller for following the process - this is exactly what its designed for.

Buyer won the bid 4 days ago but did not pay or get in touch. When I sent him a msg asking if there was a problem, he asked me to cancel the sale (in broken English).
What is the best was to go about this? Do I initiate the cancellation or does he? I don't want to lose the FVF (item including P&P was only £7).
Or do I open a PNR case?
I would normally just suggest an INR but as you specifically asked the buyer if he had a problem that implies you would cancel if buyer said yes, otherwise there is no point in having asked.
Before you decide just have a quick look at the feedback buyer leaves for others.

Thank you soolin. The feedback left by buyer is all good. I usually get in touch with buyer on day 4 if he hasn't paid - esp if he bid in the early days and then forgot about it or if auction finishes on a weekday just in case he hasn't had a chance to go online.
Next time I will be wiser. This time I have already started the cancellation and am waiting for him to respond.

Got another one of these today - wants to cancel as he bid in error - 4 days after the auction finished! Why am I attracting these foreign buyers with bad English???
Last time I made a mistake - he asked to cancel so I started cancellation but he did not respond so I had to wait 7 days.
This time I am wiser and have opened a case already and then he asked for cancellation. I am not going to respond and just going to wait to cancel on the 4th day.0 -
NPB all the way for me now... Somehow, I've managed to get seller strikes against me for cancelling at buyers request and eBay aren't interested!
One of them was for refunding a PayPal payment at buyers request so they could pay cash on collection!

It sounds as if you are doing it incorrectly. You cannot refund a Paypal transaction without getting a defect.
You need to have a message from/to seller/buyer in eBay messages and to cancel the transaction for 'buyer wants to cancel/problem with address. The refund is done through the cancellation, not direct from Paypal.0
