parking fine at B and M

Hi there,
ive been reading along and got to the point of information overload and not 100% on what process to follow.
I have a family member whose car (registered keeper but not the driver) got a ticket in the B and M car park.
The signage said first hour free for shopping in b and m, but unknown was you have to have a print out of the ticket, wasn't very clear.
Passenger was only there returning a item to b and m, receipt stamped 12.54 and then straight to hospital appointment where checked in at 1pm, the ticket stamped at 12.51. Must of only been in the store 5-10mins max. No other shopping done, was only there for a return, took as long as needed by customer services.
The company is Napier parking, i have found a thread about the actual car park (im a new user so cant post links so if any one can quote in reply but if you google UNFAIR TICKET AT BM CARPARK BOSTON or search on here it will come up)
as one of the first things ive read is to complain to land owner, but as you may see in the thread looks like it could belong to tesco holding close by. Ive tried to look on napier website but no longer seem to be able to see there owned car park details.
Can anyone suggest where i could find out the landowner details if its still tesco holding, or b and m to first complain?
And any other advice to follow the right process.

Also complain at B + M and ask them to assist you getting this dealt with
Along with trying the landowner etc you do need to follow the appeal route,

I recall a case a couple of years ago relating to B&M where it turned out that Tesco were the landowners and they were not best pleased that B&M had, in their own right, contracted with a PPC (ParkingEye on that occasion). The ticket was cancelled by B&M.
So it might be worth your while getting to the bottom of who the landowner is. You could try calling your local authority planning office, or your local Valuation Office. Maybe B&M can tell you? Try a Google search on the name of the premises.
If none of those can tell you, you can definitely get the information from the Land Registry for a small payment (£3 or £4?). Apply on line.Please note, we are not a legal advice forum. So an update this morning i spoke to b and m, and they told me it was tesco who owned the car park.
So i will need to look at complain to them like the previous post did, it does not say how they contacted tesco in regards to complaint.
Does anyone know the best place to send a complaint to tesco holdings other than an email or call to tesco customer services?

I would call Tesco CS in Dundee.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Napier will of course argue that their FCN is a contractual charge - in other words it is a sum the driver agreed to pay for parking without obtaining a ticket. As ever Napier do not "own" the car park but one of the de Savary family's other vehicles does - Boston Car Parks LLP. Napier are owned by the de Savary family.
Tucked away on Napier's website is their published terms and conditions for this car park.
I draw your attention in particular to Section 8 - Parking Contraventions which says, amongst other things:(c) The £90 Fixed Charge Notice represents liquidated and ascertained damages. We are entitled to this sum because we will incur a loss as your actions will prevent the efficient management of the Car Park. The amount of the Fixed Charge Notice represents a genuine pre-estimate of the additional expense incurred by us as a result of your incorrect parking (My emphasis).(e) If you breach these Terms and Conditions, a Fixed Charge Notice will be attached to your vehicle, handed to the driver or sent by post.
