By contacting the card issuer and them actioning a chargeback.

I've done it before with Paypal and it worked fine.

A subsequent email, from Paypal, noted that they had received a chargeback from my card issuer and to contact them if this was incorrect. No further contact.

    Thanks for the replies.
Yes, my concern was that if Paypal sided with the seller once, during a dispute, then they will do again during a chargeback where Paypal become involved again.
I have read all the Paypal guides regarding chargebacks and their involvement, and they say that it is not their decision, and that for the reason code the chargeback comes under (Item faulty, not as described) he HAS to provide proof that he has accepted a return or made steps to offer replacement or repair.
he has done none of this. In my initial contact with them, I was told I would have to buy parts and repair the machine myself. As soon as I declined this and requested to return the item (offering to pay myself) my emails were then ignored.

Yet still, despite feeling like I am completely in the right, and have followed all the steps to a successful dispute, I fear that the chargeback credit will be reversed in his favour. I have a bad feeling that this guy seems to know the loopholes in every consumer law out there.

Dont think it costs anything to try a chargeback.

I don't see any downside from your perspective.
Worst case scenario, he keeps what you've already paid him plus given him hassle.

Is chargeback available for business customers though (the reason why I raised the business/personal issue in the first place)? It may be, but it wouldn't surprise me if VISA and Mastercard only allowed it for debits made on cards issued to a personal account.
