Van insurance for young driver?

Hi can anyone please advise on what kind of van would be cheapest to insure for a young driver? Or any tips as to insurance providers etc?
my son is 18, he has just passed his driving test and is wanting a little van- well any kind of van tbh.
We have looked at a few, Vauxhall combo 1.3 for example, yet to insure for him the cheapest quotes are more than £7000 per year. I knew it would be expensive due to his age etc but I didn't expect quite that much.
He has no convictions or medical issues, he works as a builder hence why he wants a van. He has been driving a 50cc motercycle for the past 2 years and never had any claims however this is not taken into account.
I'm not really sure where to go and which van he could purchase, he hasent got a great deal saved up so only a cheap van around £2000.
I have tried numerous insurances on neumorous vans and some quotes are as much as 30,000 :rotfl:
I have also tried adding myself (mum) as a named driver but still it is way way out of price range. Any advice would be appreciated thank you for your time Laura.

Buy an estate car. I found cars over 10 years old increased the premiums, that may differ for you though.Censorship Reigns Supreme in Troll City...0
