Is it really relevant that the OP might be able to get the bike in/out (although all those options would fail if the unblocked garage decided to park on their drive)? Surely they ought to be able to park a car in there too, and that isn't going to work with the current situation. Is it always the same car OP? This might help if so :

If it's the same car or one of a few, a very sticky note on the windscreen or less aggressively side window, your choice, asking them not to park there because it's causing an instruction, will likely do the trick after a few days. Sticky enough it's a complete PITA to remove. Or just awkward, I recall ones you could buy that were about 50 tiny little stickers once you peeled off the backing paper.0

Ask the council to put a solid white line along the dropped kerb, Might not stop the parking, but its more ammunition should you wish to push the issue.Started my job at the bottom and liked it0

Mate got to be honest and say I can reverse my bike in a gap 2ft wider than a focus bonnet and only 7 or 8 feet wide - every morning. Don't see a problem.0

My understanding of white markings in front of dropped curbs is that they have no actual legal meaning, and are actually unenforceable.0 -

Sorry, but I get my bike out of the garage quite often with only a metre's gap between the cars and the garage door, reversing it out. Yes it's a many-point-turn but it only takes a minute or two and I'm not a big tall strong fella - my bike's a BMW S1000RR so not a lightweight, and the steering lock is compromised by the HP front suspension DDC sensor fitted. The steering lock wasn't great to start with.
That's without removing kit, too.0 -

Does your car fit on the paved area infront of your garage? If so then park it there a few times as it might send a signal that the garage is occupied in the absence of any legal route.
I would definitely be tempted by the sticker on the side window of any offending cars.
I guess its a regular thing as even Google Street view shows the black VW parked infront of the garages!0 -

All of these suggestions of him reversing in, turning the bike round on his drive, etc are COMPLETELY IRRELEVANT.
A vehicle is parking on a dropped kerb across a privately owned/rented garage and obstructing access to the public highway.
I had some scumbag do the same to my garage with my car parked inside and when I woke up at 3 in the morning to my pregnant wife in pain and needing to be taken to hospital the police were no help at all telling me to get a taxi or call an ambulance.
In the end I just smashed the side window and released the handbrake to roll it out of the way and left a note on the windscreen telling the owner what I had done and why and inviting him to come and discuss it with me if he had an issue and wanted to try and sue me for a replacement window... Strangely enough I never heard from him!0
