Or do you mean "How does the local authority find out if somebody's done building work without building regs approval?".
I suspect that often they don't - hence all the questions on this board about buying houses with loft conversions, through lounge/dining rooms, etc without sign-off.
But I suspect that their sources of information include:
- lists from the planning department of planning consents
- tip-offs from neighbours etc
...and in the old days, the word on the street was that building inspectors cruised around looking for evidence of building work, piles of building materials outside, etc. But that may have been an urban myth.0 -

It could have been described better as "cover me if some things go wrong or turn out to have been wrong with the extension's paperwork/legalities"0 -
Any claim would be against your surveyor for not spotting it - assuming you had a survey done.
Otherwise the claim would be against whoever decided that you did not need a survey.0
