Halifax ppi on hold awaiting new FAC guidelines

Received a letter from Halifax stating unable to provide me with final response in relation to my complaint and are awaiting new guidelines from FCA's new guidance which should be before 2016. Should I now approach FOS?
Have made 3 successful PPI claims, but believe Halifax may not be as easy.

Sounds like they are waiting for a Plevin Ruling.
Difficult to see how you can take this to FOS (they'll simply tell you to wait)
