Neighbours overflow leaking into garden

Sorry to butt in, but I have a similar issue at mine though its not as bad as it was and its in a block of flats, I was told by the then tenant that there was always floods into the flat below due to faulty water pump system until one day the ceiling came down in multiple rooms and thats why the tenants of my flat moved out (and why I had new carpet etc in)
What the upstairs tenants landlord did was put a overflow pipe onto the back of building which means there has been times when I have had 24-48 hours a few times even more straight of water pouring down.
Luckily its a large garden but its right above the back door so have been soaked a few times.
I did enquire before and was told a overflow was the right thing, though I am not sure if its as normal overflow as they said something about its a leak in kitchen sink/washing machine and instead of fixing that and the ancient water tank they just added a overflow.0 -
When we moved int our house we found that one toilet overflow emptied into the conservatory from a height of 3m - directly above an electric wall light which we found out had filled with water one evening.
The other toilet in the loft conversion had its overflow directed into the eaves ... but not out through the soffets, literally emptied into the eaves cupboard storage - it came pouring into the 1st floor bathroom a couple of times before we realised where the water was coming from.
